Sicily, 1782. The Ambassador of Morocco is forced to stop in Palermo because of a storm. The only person who can help him as interpreter and translator is a Franciscan monk named Vella. Vella immediately takes advantage of the situation, gaining notoriety not only by falsifying the Arab Codexes, but also inventing a new Arab Codexe (The Council of Egypt), according to which some feudal privileges are abolished, much to the fury of the local nobility. The Abbot Vella is feared, suspected, wooed and blandished. He becomes the guest the most demanded by society. Meanwhile a republican and libertarian battle is taking place. A police inquiry unmasks Vella and at the same time they uncover a revolutionary conspiracy led by Di Blasi, an unsuspecting lawyer, who is the pawn of the French. Di Blasi is arrested, while the Vella is able to save himself by calling upon the help of various powerful friends. A bond grows between the two men and when De Blasi is condemned to death, Vella attends the execution, aware that he is bound to De Blasi by a common destiny.
