Synopsis

Action film about a just-retired Seattle policeman who is hired by a secret government law enforcement agency to work with the clone (or 'replicant') of a serial killer in tracking down the original villain, known as 'The Torch' for his habit of murdering single mothers and setting alight their bodies.
