Political thriller. An FBI chief specialising in combating terrorism crosses swords with a high-ranking US army general when it is suspected that Arab terrorists are behind a spate of large-scale bomb attacks in New York. Martial law is declared by the President, a ruling taken to extremes by the army general, who has his troops capture as many adult Arab males as possible in order to imprison them in detention camps.
