Synopsis

Helen Hewitt has recently returned to the UK after spending time in the US studying hostage and siege situations. Promoted to the rank of Governor 2, she is now teaching at Officers Training School when she receives an emergency call - Barfield needs her expertise when a violent new inmate, George Falla, takes Officer Morgan hostage.
