Questions the ethics of sending young people to prison while on remand before their guilt has been proved, as is commonly done at present, because of the lack of other suitable places for them to stay. More than half of them are not in the end sentenced to custodial care, so the film claims that they should not be locked up in an environment which can only encourage them to break the law again. Uses actors in dramatised scenes.
