William and the Outlaws, put out by the cost of monster humbugs, attempt to secure more pay and shorter hours for schoolboys. They go to Downing Street and talk to the Minister of Economics and their visit hits the newspapers and gets them into trouble with their families. Mr Brown receives lots of mail on the back of it, including a chimpanzee, which William tries to keep. When his family find William and the chimp in bed, the animal is shooed out of the house. William's visit to the circus is in jeopardy over this and he and the Outlaws again travel to London to see if their friend the Minister will intervene on their behalf. They track him down at the circus at Olympia and get free seats for the show.
