War journalist Tim Garnet and his photographer associate James Connelly are in the process of boarding a plane to leave a country which has been in the throes of a revolution. Connelly takes a photograph of a woman boarding a plane and when it is later developed, Garnet sees that the passenger on the plane is a presumed dead armaments dealer, Emile Zubova. Zubova, knowing he has been spotted attempts to have the two journalists killed by having their plane shot down, but they both survive. Managing to find the whereabouts of the girl, Jacqueline Manet, Garnet tracks her down to France where he intends to follow her in order to find Zubova. However, they fall in love. Zubova has Garnet kidnapped and brought back to his hideout where he is in the process of ordering an ocean liner torpedoed so as to start another war from which he can profit. Manet arrives and shoots Zubova, but is fatally wounded herself in the process, and Garnet is then able to warn the liner of the impending danger and call in the navy who sink the submarine.
