In 1920, after the British have imposed martial law on Ireland, Andrew Kerr, a 'Black and Tan', is sent to maintain order in Ireland. Troubled by his position, as his mother was Irish, his wife Norah convinces him that it is a matter of politics rather than war. Bill Tennant, an old army friend of Andrews, realises that he was in love with Norah years before, and when Andrew is sent to search the dock area for republican fighter Peadar Conlan, Norah and Bill resume their relationship. Meanwhile, Andrew has captured Conlan and is himself taken hostage for Conlan's release. The British refuse to cooperate with the Irish demand, but Bill, with his IRA connections, negotiates for Andrew's freedom. Bill is arrested but he has re-united Andrew and Norah.
